Character Name
Although Naruto doesn’t take place in Japan, the names of the characters are Japanese, Chinese or invented (but they still sound Japanese). Therefore, your character’s name should be Japanese or Chinese. Some characters have humorous English names, but those are mostly joke characters. Stick to Japanese or Chinese names. If you need help naming your character, here are a few sites to use (provided by Toushi Hideaki):

Age
Your character can be almost any age, but his or her age needs to be appropriate to the character’s rank and life experiences. The rules contain age limits for ranks. Use common sense when deciding upon a character’s age; you are not going to have a six year old missing-nin, or something similar. Obviously, some of the canon characters (such as Kakashi) are geniuses, and as such, they advanced through the ranks quickly. They are the exception, not the rule.
Gender
This is self explanatory, I think. Keep in mind that there is no sign of true gender bending in Naruto, using a jutsu to take on the appearance of the opposite sex notwithstanding.
Rank
Your character’s rank can be one of the following:
Civilian
Academy Student
Genin
Chuunin
Jounin
ANBU
Hunter-nin
Missing-nin
Medical-nin
Sennin (a hermit; a wandering ninja)
Lord/Lady (the leader of a village that is not in those five)
Daimyo (the leader of an entire country)
You must have permission from an admin to have a character who is a Lord/Lady, or Daimyo. Also, you must follow the age/rank guidelines, which are detailed in the rules.
Village/Country
This must be a village that already exists in the show, (ex: Sound Village, Leaf Village, Sand Village ...)
Personalty/Attitude
Be descriptive, and use complete sentences when filling out this section. Don’t just say something along the lines of “His attitude is like Sasuke’s.” You may think that this description is self-explanatory, but it’s not. Take the time to develop an actual personality for your character, rather than writing down a few adjectives.
Appearance or Pictures
If you have a picture you want to use for your character, it can be posted. You may still need to give further details. If you don’t have a picture, your description will need to include height, weight, hair, eyes, clothing, and any distinguishing physical characteristics your character possesses. The more descriptive you are, the better.
Relatives/Family
If your character has no living relatives, you can say that they’re all dead. What you can’t do is say that Kakashi, for instance, is your brother/father/uncle/anything similar. Your character can’t be related to the canon characters, unless they’re part of a canon clan, such as the Aburame or Inuzuka.
Weapons
All characters are assumed to have shuriken and kunai. Beyond that, it’s basically your choice. Keep in mind that your character shouldn’t have twenty weapons unless they are a weapons specialist. In other words, your genin is not going to go around carrying a sword, staff, chains, kusari gama, fuuma shuriken, smoke bombs, exploding tags, sai, tanfa, nunchuku, shuko, kama, and senbon. Pick a couple and be reasonable.
Known Jutsu
Leave this section blank when you register your character. It will be filled in later. When your profile has been accepted and you are deciding which jutsu to include, stop and think. Your genin is not likely to know some earth shattering technique. Be reasonable and take your character’s age, rank, and experiences into consideration. Many canon jutsu are off limits to custom characters (such as Gaara’s sand techniques, among others) because only they can do them. If a staff member denies a jutsu, don’t get upset and argue, just move on. Also, make sure that you remain within the jutsu limits for rank (which are outlined in the rules).
Background/History
This needs to be at least two paragraphs, written in past tense, third person form, and must be reasonable. Your character is not going to graduate from the academy at the age of four, kill his family and friends, burn down his village, and make off with the Kage’s wife. Again, take rank and age, among other things, into consideration. You need to follow the age/rank limits in your history (that means that even if your character is 25 years old and a jounin now, you can't say that he became a genin aged nine, a chuunin aged eleven, etc). As always, if a staff member tells you to rewrite or completely take out part of your history, just do it.
RP Sample
Writing RP samples are no fun, but we need to see how your RP skills pan out before approving your character. This should be written in past tense, third person form, and should be at least two paragraphs long.
The last two sections of the template are dependent upon yourself and your character. To answer the “Read the rules?” question, you must actually read the rules, which is why I stressed that in the beginning of this guide. Read the rules carefully and thoroughly.
